This is a massive audience we have and could utilise better if we had more to share with the Group 2 community.

 IMPORTANT MESSAGE TO ALL LEAGUENET SYSTEM USERS

Dear Administrators. There has been an increased number of enquiries directed to LeagueNet staff in the past 24 hours relating to 30 June close offs.  Both the National Registration and Clearance Policy are attached for your information with some main points highlighted below.

CLEARANCES

In accordance with National Policy clearances close 30 June.  However if a clearance has been requested prior to 30 June and its status is Pending then that clearance may be completed. 

 PERMITS

There is no close off date for permits as long as the player is currently registered in the season and there is a Permit arrangement in place.  (For further details refer to the National Policy)

 NEW AND RETURNING PLAYERS REGISTERING

New and returning players may still register up to 31 July if that does not contravene a local or State Policy.

REGISTRATION FORM ACCESS

Access to open and close registrations forms may be set at State/League/Region-Division/League/Club level in accordance with State/Local Policy.  Bearing in mind that a setting at the higher level will override any setting below.

For a player to register and access the form these settings must remain open.

 SUPPORT

LeagueNet staff are available to assist administrators with managing these settings if required.

COACHES ACCREDITATION

Click HERE to see a spreadsheet with the coaches recorded as registered under the Group 2 clubs. 

Highlighted in RED are the coaches who show on the data base as having NO accreditation or expired. I have asked clubs to provide paperwork if the coaches have undertaken course. This then can be forward to Education department for up dating if applicable. All clubs have been sent an email today with their coach information and asking that they advise what Grade the coach coaches so I can assign as requested in recent email from NRL & CRL and satisfy requirements. For these that  are not accredited Kevin  can you advise course of action to be undertaken in this regard.

Please see attached letter and information regarding action taken by South Grafton R.L.F.C. concerning person Zac Skinner.
Group 2 Rugby League endorse the action taken by South Grafton R.L.F.C. South Grafton officials will identify the person Skinner to other clubs if he is sighted at away games.

If the person Skinner attends any Group 2 fixtures he is to be refused entry to the event.

COMPULSORY FIRST AID OFFICERS AT GROUNDS

Please be advised of the following.
Clubs that fail to have a F.A.O. with them on game day will be deemed to having forfeited the games and the points will be awarded to the opposing team.

Further a $1000. fine will be imposed with the monies be awarded to the opposing team.


SATURDAY GAMES
3/5/2016

Further to my email last night we struggled to full fill all engagements this week with no Saturday games. If we have one pull out between know and Sunday for a centre we will have to cancel a game. 

We need clubs to decide on Saturday games at least two weeks before match so everyone knows what is going on.

This week we have one ref doing a first and under 18 centre as well as a reserve grade line to get us across the line. This is definitely not sustainable.

If we have all numbers available each week we could do it but on average we have three unavailable for personnel reasons each week.

THE BENCH
7/04/16

It has observed by members of Group 2 management that the operations of the
bench are not complying with the rules.
To0 many persons on the bench. Only reserves, coach and manager allowed.
First Aid persons/ Water persons.
Entering the field when not required. Getting in the way of play.
These persons are NOT to get involved with any on field incidents.
The referees have been instructed to direct these persons from the field of
play and if they desist in doing so, stop the game and ask the ground
manager to remove the person/s.

REPLACEMENT PLAYERS 2016
(1/4/16)

First Grade replacement rules for Group 2 Rugby League.
Each team can have 4 replacement players who MUST sign the players team sheet prior the commencement of the game.  Of these nominated players ONE can be a fresh reserve.  The OTHER 3 must have participated in an earlier game on the day.
These 4 players can be used as replacement players TEN times only.

If a player has been replaced as the result of foul play resulting in action by the Referee the replacement player does not count.

FIRST AID OFFICER ACCREDITATION & RE-ACCREDITATION

Please ensure your first aid staff are-update with their credentials for 2016.  All qulaififications MUST be updated every 12 months for your credentials to stay valid.
  An audit is currently been conducted re persons qualifications.  If not qualified do not officiate at games.

TIMEKEEPING

In first grade matches time will be signaled off by the referee. In all other grades the clock shall continue regardless of the referee's signal.

Please ensure your timekeeper is aware of the above rule re time out ONLY in first grade. 

Finals series matches are different with time out in all grades. 

Further, it is the option of the visiting club to have a timekeeper present at the time keeping table

INSURANCE

The CRL Board has resolved that any Club who has not paid their Public Liability or NFP insurance premium by Friday 6 May 2016 will not be permitted to continue playing or training. These Clubs will be suspended from competitions until such time as the premium is paid.

Regional Board Directors have been issued with a list of Clubs who have not yet paid the premium. They will work with individual Groups, Divisions, Clubs and Regional Managers to ensure the Board’s direction is met.

CONCUSSION ASSESSMENT

It has been bought to CRL’s attention that in certain instances Sports Trainers are using the practice of “assessment” to allow a player who has suffered concussion to return to the field. 

All Leagues, Clubs and Sports Trainers are advised that in no Competition controlled by the Country Rugby League is there scope or policy that allows for ON an GROUND concussion assessment that permits a player to return to play. 

Quite simply if a player shows any sign of concussion, minor or major he is to be removed from play and is not permitted to train/play until such time as he has been cleared by a Doctor and provides a medical clearance that states the player has been cleared of a head injury. All parties are to familiarise themselves with the NRL/CRLs policies contained in the documents below and which can be found at www.playNRL.com:

·         Management of Concussion in Rugby League 

Regional Managers and Leagues are to ensure this email is forwarded to all Clubs with a direction that it be distributed to all Sports Trainers under their control. The potential for litigation in this regard cannot be underestimated and as such it is imperative that the correct policies and procedures are followed.

RULE CLARIFICATION

Just a quick clarification to all Associations with respect to the ball being kicked into touch on the full in general play:

 Please note - there has been no change to the 2015 Law (the paragraph in question has mysteriously dropped out of the printed version of the 2016 book), which states that:

Section 11 The Tackle and Play-the-Ball

7 (b) When the ball has been kicked directly into touch in general play in a forward direction on the full, a handover (play-the-ball) is awarded to the non-kicking team at the point where the ball was kicked (but no closer than 10 metres from the touchline and goal line). If the ball is kicked directly into touch in general play in a backward direction on the full, a handover (play-the-ball) is awarded to the non-kicking team at the point from where the ball first crossed the touchline (but no closer than 10 metres from the touchline and the goal line).

We will adjust all Online versions of the 2016 Law Book to reflect the reinstatement of this Clause and will amend current Law 7 (b) to become Law 7 (c).

CPR & SPORTS TRAINERS' COURSES

Please find below links to all Sports Trainers Level 1 & 2 Re Accreditation Courses as well as anyone who needs to update their CPR. The CPR component has to be done every 12 months so your accreditation is fully up to date as per all qualifications being compliant.

The date for these Courses is  Saturday 18th June ( one day ) at Coffs Harbour as this is the only time we can get this done and completed. Sundays are out due to the Presenter and Provider from Vital First Aid in our Region, Paul Dwyer who has official duties with the Senior Rugby League.

I will now send to each individual club in Group 2 JRL and SRL a list of Sports Trainers / FAO’s that are on the data base record. Some are out of date as you will see. They probably are not with your club or have let them expire over the years.

Any problems please let me know.

This will definitely be the last time this season that we will be holding these Courses so please let everyone know that requires immediate attention to stay qualified and accredited that this is the case.

Clubs MUST have a Ground Official and registered First Aide Officers for each team BEFORE Referees will commence the game. Ideally, the FAO’s will have their credentials displayed.

The Club who does not have a FAO and the game not proceed will forfeit the game and competition points will be awarded to the other Club team.

Please ensure that each Club has a FAO each and that the ground Official has made him/herself know to you prior to commencing any games.

REMEMBER: The onus is on Association Members to contact the person allocated travel if they want to be picked up. The person allocated travel WILL NOT automatically pick you up!
The Chairman of the Appt Board will keep travel expenses for the year. It would be prudent to keep your own travel records as a check at the end of the year.
